Levy Payers
Employers with a payroll over £3 million are levy payers, meaning they contribute to the Apprenticeship Levy to fund apprenticeships and can transfer some levy funds to other employers to support apprenticeship training.
From 1 August 2026, the government will fund 100% of the training and assessment costs for eligible new start apprentices aged 16-24.
Levy funds expire after 12 months. From 1 August 2026, for new starts aged 25 or over, where a levy payer has insufficient funds, apprenticeships are funded through co-investment. This is where the government will fund 75% of the training and assessment costs and the employer pays 25%.
Non-Levy Payers
Employers with a payroll under £3 million are non-levy payers. Their apprenticeships are funded through co-investment, with the government covering 95% of programme costs and the employer paying 5%. From 1st August 2026, the government will waive the 5% contribution if you recruit an apprentice aged 16–24.
All employers must pay the apprentice’s wage and must set up a Digital Apprenticeship Service (DAS) account to access apprenticeship funding, whether they are levy or non-levy payers. Apprenticeship vacancies can also be advertised through this account.
Employer Benefits
- £1,000 payment for hiring apprentices aged 16-18 (19-24 with EHCP or care leavers).
- From June 2026, employers can receive £3,000 Youth Jobs Grant payment for apprentices aged 18-24 who have been on Universal Credit for over 6 months.
- From 1 October 2026, eligible non-levy employers can claim £2,000 for newly recruited apprentices aged 16–24 who have joined the PAYE within the last 90 days, for apprenticeship starts from 1st October 2026.
- No employer National Insurance contributions for apprentices under 25.
- 100% training costs covered for eligible under-25s (non-levy).
It is a government requirement that all employers pay their apprentices through PAYE and set up a Digital Apprenticeship Service (DAS) account which links with this to access funding for apprentices, regardless of whether you are a levy or non-levy payer.
Through your account you will be able to manage a range of services. This includes finding training providers that deliver your chosen apprenticeship programme, reserving funding for the provider to deliver your chosen apprenticeship, advertising vacancies on 'Find an Apprenticeship' and managing your apprentices.
The Digital Apprenticeship Service (DAS) account enables levy paying employers allocate and agree funds from their apprenticeship levy account to cover the cost of the apprenticeship training, they can also pledge funds to other employers.

You will first need to create an account, then add your accounts reference and PAYE scheme on behalf of your organisation and lastly accept the employer legal agreement with Department for Education.
